Zuko is only 2 years older then Azula so she was around. But in here in canon she and her mother dont like eachother so it makes sense we havent seen her.

I'd already asked myself the question, "Where was Azula?" This story is great. However long it lasts, it will always be one of my favorites. Of course, if another of your "What if?" tops it, hehe.
