If she performed well, the "trainee" tag would be dropped, making her the official secretary.

"Where is Ōtsutsuki Kaguya?" Urashiki loomed over Toneri. "Speak, or you’ll become a chakra pill."
"Divine ones, I was left here to guard the Great Tenseigan she created," Toneri lied smoothly, bowing. "Her whereabouts are beyond my station."
"Great Tenseigan?" Momoshiki’s gaze snapped toward the palace, sensing dense ocular energy.
"Yes," Toneri spun the tale. "She slaughtered my clan to harvest their Byakugan for it—likely to use against you."
"So that’s her plan," Urashiki smirked. "Let’s see this ‘weapon.’"
Momoshiki nodded, and the trio strode inside. The massive golden eye loomed before them.
"Impressive," Momoshiki admitted. "All her scheming has gifted us instead."
Their mission had two goals:
Punish Kaguya for violating Ōtsutsuki laws.
Harvest the planet’s chakra for the Divine Tree.
