I think it's only Muzan's blood that turns people into demons, but since there's a higher concentration of his blood in the upper moons, they have the privilege of being able to recruit people into demons.

Many people hate Akaza because of what he did to rengoku but as a manga reader spoiler not an spoiler he has the saddest backstory in the anime and he really didn’t want to kill rengoku you know also another great reaction as always

Many demons are definitely turned against their will, so it's certainly possible. Once they are a demon, they forget everything about their lives, lose humanity and are essentially brainwashed.
