I feel like it is probably a mix of quotas and curiosity. They probably have a rough idea on how many roles there are that they would like to be filled by AIs and create enough to hopefully get enough volunteers to cover them, and then they are also curious as to what may pop out so even if the demand is low they still create a few to roll the dice. Have to think that there is a concern for overpopulation. Despite the amount we have seen, I think it was mentioned at some point that the majority of AIs don't decide to be embodied.

I mean, technically, it's not required that there be a definite sequence here. Quantum uncertainty, etc. Depending on which model of time is true, it could actually be that we could say that the appearance of the two AIs was before some other event, but not be able to say which AI appeared before the other. Not because we don't know, but because the ordering we are looking for doesn't physically exist.

So, who is causing all of these AIs to be created and why? How many AIs are being embodied and who is paying for it? Is the creche just an autonomous AI itself bent on populating the world? What is going on with the human population that this is a good idea?
