I am sot sure what you mean by 'city' and 'suburb' - here in SoCal, there's kind of a city and then endless suburban cities where you can't tell between one and the next. I guess there's a higher cost of utilities when habitations are less close together. So cheapest habitation is packed together, and those who can afford it spread out - or move where they have elbow room. What do you mean by "sustainable"?

I get the impression that most of the "everyone moves to the suburbs" scifi stories were written as the suburb rush was just getting started. Which means their underlying theory did not age well.
