Exactly! When they show their aura or you see the sign glowing they use it. Tojo didn't. He's just a monster
How can you tell when they are using the power or not? I sometimes get confused when I see their aura light up and not sure if they’re using it lol

Tojo didn't use any demon power. That was his normal strenght. So it was a fair fight. Also with Tojo's underling you said it was a bad moment for Oga to lose his demon power, but that just made things fair because he was fighting a normal human.
