Do you think Mushroom would work as a cynical outsider in House of the Dragon? In the book, his main role is as a source of information for the fictional authors of the history, but as things escalate, I think a Shakespearean wise fool could work. One change from the source material that I think will pay dividends is making Alicent and Rhaenrya of an age. Before they become competitors for power, they are honorary siblings, which will make their inevitable bloody rivalry and estrangement all the more tragic.
