How would you feel about adding many characters, that walk around, but have no meaningful interactions until the voting?

What takes the most time is crafting the dialogue, creating a storyline, setting up the quests, and animating the H-Scenes. Modeling the characters, and having them walk around is not the biggest time killer, even though they do take some time.
The question above refers to the possibility of making the gameworld feel more alive, by having sexy characters walking around. When approached, they'll say something to the effect of "I'm thinking of moving here", with no more interaction.
The rest of the interaction would be available once the character is voted-in, like we did with Jessica Rabbit.

Might be cool if you got a couple milfs like conversing with each other, or general yard work. Just don't forget the frame rate 🤔
