In theory not slower, but more of the ability of certain such as reactions and accelerations, so they can be slower, and its noticable however with pressure unfortunately they are still very "effective"

Neal why even player with out of stamina has no impact, technically they should be slower right? But I don't see any impact
Me, in D6 doing a couple hours of study per day, can't hit the first checkpoint in D6 :)
"The average player in D6 or D5 is just playing a few games here and there"
