It's an "anti-joke." The cliche would be for the eagles to say "we need to address the elephant in the room" and then they all turn and there's literally an elephant in the room. Or accidentally offending a horse character by saying "I could eat a horse"

My guess is the first time you have a subversion of expectation. The bird says elephant in the room so you'd expect that the next panel has an elephant. Then when the dolphin make the horse comment you expect a horse in the next panel
