The most bizarre thing in this for me is the fact that they apparently have half an episode per season XD (432 episodes divided by 768 seasons)
The tape was so she could get back out of the door. If the door was locked the tape would keep the bolt from going in the hole and holding it locked.

I love the detail of how Taffy was the only one to stop Kate from entering the basement (instead of 'her' room). I'm guessing the other two didn't react/care as they knew she was going to be sent there anyway.
