Im a little late to this one, but in the pilot it was stated that fusco framed up people in drug shootings so their little group could take the drugs and the money, so staging murder scenes was exactly the kind of thing he did regularly as a dirty cop. May not explain it fully but can atleast explain why he's confident about it.

As Crystal says above, Matsya Nyaya is an ancient Indian philosophy (and government theory) meaning 'law of fish'. That... 'If there is no rule of law, says the Manu Samhita, the strong would devour the weak like fishes.'

Matsya Nyaya means basically survival of the fittest, or law of the jungle, or "big fish eats little fish". John said at the end of the ep "the law of fishes".
