Bizarre. Because Google has it labelled as "L'Observateur". Every other episode title in English, but this one in French. So I translated it into 'The Observer'. But yeah, when you mentioned this I dug deeper, and it's definitely 'The Arrival'. So weird.

P.S. This one is actually called 'The Arrival', I believe. Though The Observer certainly suits it better.

By watching episode 4, you have unlocked a new (non-spoiler) mini-game. The Observer actually appears in just about every episode, though we usually only get a quick glimpse of him for a few frames. Admittedly this mini-game might be pretty difficult due to the effects of Face Blindness™, but assuming you do the editing on the videos, that does give you a 2nd chance to catch him.
