Dang! This is the first vest you've gotten that I've absolutely never seen before! Very unique indeed- hybrid foam and inflation and horse-collar styled. What a cool combination! Awesome. Glad you love. The one at the chest is a lifting strap. Imagine you were floating beside a small boat and someone needed to lift you up. Itβs a handle basically π€£. The waist strap threads through that mechanism. It can (should) come out and go back in just make sure you take notes/photos of how it threads before you undo everything. They can be a PiTA to get back in.
