Gris's talisman wasn't garbage, so I wondered why Rudo was able to use it. I went back to episode 6 and saw that the talisman it was damaged during the fight. So it seems there are two conditions for an item to be usable: either damaged or garbage or both.

As Enjin briefly said in episode 7, the chokers are communication devices, they allow you to call others, like a phone. The Raiders trapped them underground to cut the chokers comms so they couldn't call for backup.
