Drachma is the enemy nation to the North. Briggs is part of the Amestrian army. Kimblee has essentially convinced Drachma to declare war on Amestris by attacking Briggs.

Don't really want to spell out Kimblee's whole deal yet. Since I don't think they'll expand on it much anymore what I will say is to remember that pride told Kimblee to "carve the crest of blood at Briggs". Understanding tht part really answers most of your questions
