New plugin for safety ratings and various improvements

PatreonSafetyRatingPlugin (new!)
This plugin calculates a safety rating based on number of collisions and driven distance. Clean drivers will get a higher rating than people crashing every corner.
You can also set a color for each safety rating rank that will be shown in chat and name tags.
PatreonTimingPlugin
- Disable timing for cars marked as AI=fixed (admins taking these cars were able to set times on the leaderboard)
PatreonSpeedTrapPlugin
- Ability to customize image overlays with Lua
- Fix wrong calculation of forward vector for custom speed traps
- add new variables Guid and Car for Discord webhooks
AssettoServer Hub
- Add race challenge leaderboard
- Improvements to timing leaderboards
- Add support for safety ratings
- Updated to .NET 7
- Fix menu not working on mobile
As always, these plugins are available for all Tier 2 Patrons.

The safety rating plugin uses the hub to store ratings, so the hub is required to use the plugin.
