I tried to decide on values that would best serve the story (number of books between evolutions, limits on ultimates that make him strong but don't trivialize every fight or suck the tension out of the story, etc.) I want the progress to be steady, satisfying, with some massive boosts at key points, but it can be tricky to balance it all.

How do you decide on things like the number of cycles in a given stage, number of ultimate usages, stat points per cycle? Is it just something you choose and build the story around it, or the other way around?
