Yes. Whoever has power over the lives of other people will use it to abuse. The ability to coerce others to do what you want at will is the purpose of power. For everything else, Reason and Cooperation are sufficient. You only need power over others when you intend to abuse, when you intend to Coerce others to do what you cannot Persuade them to do freely.
