yup, i have to agree with you guys on that one. I knew it looked awkward but i just wanted a reason for her to get shelter. I'll make a new variation of Chun walking up a mountain path instead.

If you wanted to avoid the weirdness of her going out in the cold in the dress, like Jose mentioned, you could alter the story so that she just goes to investigate the mountain for her father; then makes shelter, but take out the blizzard aspect. Just a thought
