I enjoyed making this even though I don't particularly like their mermaid forms? It's strange to me, have to get used to it but it's always nice to make my interpretation in Sims 4.
Her wing/fins are located in the bracelet catagory
Now, if you don't have Island Living, you can still wear their tail, but it is recommended that you get the no-feet mod so that the feet don't show along with the tail...:

I also recommend getting the walk-in-style mod: link - This one is great. I use the ghost walk for ghost or sea character characters and characters with wings, so it's more immersive...

I might not do it because I realize I mostly make full outfits, not bottoms and I would have to convert every bottom to the tail category, which I only made one cc from. Also, full outfits are not available in mermaid form.

well, it is easy but because of the way the bottom is animated, it'll look very floppy and animate like a fishy flipper unless you're not bothered by that.

Ever try making a “mermaid tail” with legs? So regular Lagoona (and the other water Monsters) can swim like mermaids in Sim 4 without loosing legs. 🤷🏻
