Sure, doesn't help that her fighting abilities are played off as a gag in... a LOT of Batman media. But when she tries, when she really wants or needs to, she's definitely in the upper ranks of martial skill in Gotham.
However much the average person underrates Harley's fighting prowess, is about the same as the clown judged what Poison Ivy could do. The two had a bit of a playful disagreement when Quinn pointed out how Ivy would be helpless without someone to protect her if she had no plants around, and, well...
