The salary for city council where I live is $32,000 a year (and that was just raised from $24,000). It would be hard to get good candidates if it were a full-time job for that much money. Also, 311 is the common non-emergency number for local governments in the US (although not all of them have implemented it). It was started in the 1990s as an alternative to 911 because a lot of cities were having issues with emergency call centers being clogged with calls for things like dead animal pickup or broken-down vehicles. 311 is similar to 101 in the UK.

Remember, as Leslie mentioned a few episodes ago, city council is a part-time job. All the members (except, probably, the great-grandfather) have regular jobs as well -- Leslie is still working for P&R part of the week.
