Going with a very obscure damsel and a very simple gag. I suggest Kathryn <a href="http://img.photobucket.com/albums/v373/FiresOfHell/Releases/char_kathryn.jpg" rel="nofollow noopener" target="_blank">http://img.photobucket.com/albums/v373/FiresOfHell/Releases/char_kathryn.jpg</a> from the game Singularity gagged with a wide strip of tape that sticks to her mouth like so <a href="https://i.ytimg.com/vi/kxldEx29XyY/hqdefault.jpg" rel="nofollow noopener" target="_blank">https://i.ytimg.com/vi/kxldEx29XyY/hqdefault.jpg</a>She is restrained by a TMD device <a href="https://s-media-cache-ak0.pinimg.com/736x/3f/4e/18/3f4e1862793b95c5dae5c88f489d7fa2.jpg" rel="nofollow noopener" target="_blank">https://s-media-cache-ak0.pinimg.com/736x/3f/4e/18/3f4e1862793b95c5dae5c88f489d7fa2.jpg</a>acting as an attachment or intersection point for straps on a bondage harness like a seat belt buckle. The two little bulbs could be changed to glowing cords going over the shoulder. Wow just wow, great job especially considering the challenge of this one.

Since her first game just came out on PC, going for Bayonetta from Bayonetta 2, looking shocked/frustrated with a black ballgag in her mouth. The gag is adorned with the Platnium Games logo.

2B from Nier Automata a black wrap around tape gag the same color as her blindfold.

Nice! Once again I nominate Azula from Avatar with her hair let down and gagged with a metal and red leather panel with only the nose strap since the Equalists have tattooed her forehead with their symbol.
