Travis your spot on. Shane did try to get Otis to leave with the bags and he wouldn't do it. Carl needed those supplies. It was fucked up but he did try almost everything he could to do it the right way. I would have shot Otis in the head so he didn't suffer but I don't think the walkers want dead bait over live bait
