I don't think the CDC guy wanted to take on the responsibility of those people because he already planned to end his life after realizing there was no hope for him to find a cure.

The acting at the end of the episode from Andrew Lincoln is so good: "YOU'RE KILLING US! YOU'RE KILLING US!" The steady crescendo in his voice until he's screaming that line. You can just feel the desperation in his voice! Only one episode left this season!
