Hi! Baked potato loving Brit here. A cockney accent is typically spoken by those who live and have been brought up in East London and are of working class. I wouldn't say that on a whole they are the type of Brit you're describing, they hail from all areas of the UK. There's a lot of different groups of people that can be described as 'atrociously British', but i think the group that best matches your description would be those of lower class who come from rural areas.
