This is Pomni! (For Blender!) She features a fully integrated facial rig, full rigify support and has numerous controls on her body and face to allow for super expressive animations!
She's intended for Blender 4.0+ but also works in older versions of Blender. (Though her rig UI will not work in versions lower than Blender 4.0.)

Fun fact: I didn’t know The Amazing Digital Circus was made by SMG4 in his company Glitch Productions until oompaville mentioned it in a video, that’s fascinating. Luke and Kevin have really come far from the days of Luke just making videos with Super Mario 64.
