The 13 to 19 April is Songkran water throwing festival, which IMO is the Worst time to come to Pattaya. You cannot go out of your hotel without getting soaked, also many girls go home for Thai new year (Songkran)

Definitely an uptick in the quality available. Some pretty girls don't have those early Korean bar fines so they are finally available. This seems like a good time to visit, just at the beginning of low season.
