What Armin is saying in 21:50 is that a mindless titan gets their intelligence and their human form when they eat a person with a Titan ability. He is theorizing that Eren had to have eaten someone to get his Titan power

dontai, they’re saying that if you eat a human with a titan form, then YOU get that titan power. for example, if i were a mindless titan, and ate reiner (armored titan), i would then gain that ability of the armored titan and be able to shift into a human. they dug into this a bit with ymir and bertholdts conversation, where she mentioned eating their friend, and gaining the ability of the jaw titan and to transform into a human.
