Going to enemy territory alone to fight a power he knows nothing about and gather information only he can gather - that's literally Jiraiya's life all the time, it' just the first time for us witnessing it. That's why I'm not surprised he went to this mission alone. Moreover, he knew this one would be extremely dangerous, and any person he could take with him was someone weaker than Jiraiya himself, so he would just have to fight to protect them too. Beside one other person jiraiya is the strongest person in the village kakashi is out with Naruto it’s kinda like a gojo thing doesn’t make sense to carry anyone because they are gonna be in the way and someone extra to worry about .
