The collection file is for the Spectrum collection which allows the use of the color slider for hairs, it's explained in the post linked above! But it has the needed files for all ages! If you want the normal hair with all ages, you need to download both the "Simpliciaty_NoraHair.package" as well as the "Simpliciaty_NoraHairToddlerChild.package"!
