All crimes by people under 18, it’s usually violent crime though. Offending behaviour is viewed as a symptom of an underlying unmet need, usually developmental trauma but also neurodivergence is common. I then offer intervention around that with the idea that it will reduce offending behaviour (secondary) and improve the persons quality of life (primary outcome) although the commissioners might not see the primary and secondary outcomes that way round!
