No, Law can't cut anything in his operating room, just like how he couldn't cut Vergo at one point. Theoretically Law is able to cut anything in his operating with his full strength and if he had the strongest Haki in the universe, however he doesn't. Cutting things in his operating room depends on a different number of factors, energy, strength, his devil fruit handling, knowledge, experience, and definitely Haki.
