The Road Poneglyphs do not themselves physically mark the location of one of the spots on the map, they point to one. Robin needs to decipher them and then Nami uses that information to get a specific point on a map (they're probably coordinates I'd say). So Zou moving around isn't important at all, what's important is the information on the Road Poneglyph.

The Road Poneglyphs themselves aren't the markers for Raftel's position. They each have information that points to a location that then makes the final island's location known.

Just to clarify that the Road Poneglyphs give coordinates for 4 distinct points. So it doesn't matter if the Road Poneglyphs move (like with Zunesha) because those coordinates wouldn't point to where those Road Poneglyphs are, since they can easily be moved.
