Technically yes, because he's the one who gave her the ribbon that simply cannot break. So since in the original timeline (2022) the rope did break, she would've survived if Takopi hadn't given her the ribbon, which was supposed to be used as a way to reconciliate Shizuka and Marina. Fucked up stuff...
