My interpretation is that the Quake Fruit user can generate energy, that's basically the power and what vibrations (waves) are according to physics. Vibrate the air and you get a shockwave. Vibrate the ground and you get a tremor. Vibrate the fabric of space itself and you even see the air/land/sea crack, warp, or tilt. I think Whitebeard's power is just that, vibrating space. It just so happens that large bodies of mass spinning a lot also generate gravity waves in the fabric of space but this power is centered around creating vibrations in general.

Devil fruits seem to be only limited by the users own imagination and interpretation. Look at Kuma, his fruit repels, so he has learned to repel objects, people, the air, himself as a form of transportation. He even repels non tangible things like pain. So I just believe white beard it’s using the extent of his powers to “quake” or shift the plates to alter the terrain.

In Carson's defense, we've seen several Devil Fruit names borrow from the English language (some examples being Mr. 3 and Ivan's fruits). Plus seeing the absolute crazy shit Whitebeard just pulled in this episode, I totally get why Carson would think that "Gura" = "Gra"vity. But as everyone's been saying, Gura is simply the Japanese onomatopoeia for the sound of quaking. That makes Whitebeard a vibration/quake human. How does that explain why he was able to tilt everything by somehow grabbing the air? I'm afraid I can't really say. But it's worth clarifying so we don't keep expecting Whitebeard to use gravity powers that he doesn't actually have.

I'm pretty sure he can make ANYTHING quake/vibrate, even the air. That's how he's deflecting bullets. So he can cause vibrations at any point in the ground as far as I can tell.
