The thing with Chopper and it's been shown quite a few times through Nami and Zoro is that they don't see him as a beast they can use to fight. They see him as a friend who's in an unknown state and on top of that seems to be clearly hurting(also they don't know his strength anyway) Nami and Zoro both focused on that and literally ignored Kalifa and the other two because Chopper's well-being was more important so using him would be inconsiderate when they see him suffering
