"theres no reason to not give the blueprints to the goverment." Carlson, did you just memory void Iceberg & Franky's entire backstory? The guy's been hiding the fact he's had the blueprints for the majority of his life, not just because of Spandam, becuase maybe the guy who worked on the king of the pirate's ship, who was told he deserves to die for it and elaborates a life story to Franky that relates had larger qualms with the world goverment. Tom's warning to them is about the goverment coming to collect it.
