It likely is, unless it is from some obscure interview that never got translated, since the editor during Thriller Bark only lasted for a couple months, so there is not much he has said about OP; but good, if true Also with some of these editorial changes, I wonder if some of y'all all are actually aware what and how exactly it was changed, but since you already chose to bring up future events, I digress

@Gizunog This is true, but I never heard an instance that is related to rushing Thriller bark and until someone has a source they can point to, then it just feels more of an opinionated statement.

oda's editior carrys some arcs like that, like how the group of character we meet next arc kinda, only mainly happened due to the editor pushing for it

So Oda was actually advised to hurry up this arc a bit more, he originally planned for the Straw Hats to fight some of the more notable General Zombies like John. But took the advice and so had Oars take them all out.

So stocked for what comes next, loved the animation during the episode. Also, Shusui being the second black blade to be shown other than Mihawk's Yoru. They look cool with the black aesthetic.

I believe one of the animators that worked on Merry's funeral episode was involved here, which is why everyone looks a lot better than usual. His name is Eisaku Inoue. This arc is also when animator Yoshikazu Tomita begins working more regularly on the anime. The scene of Perona lifting up her head is one of his cuts, he has a very cool and identifiable style.
