I don't know if you guys were told about Oda's SBS segment, but he reveals a lot of miscellaneous information in some Q&A a couple times per manga volume. There he showed Chopper's devil fruit which looks like a mushroom.

Remember in episode 4 when Shanks saved Luffy from being eaten by a sea beast, he was swimming in the water, so we know Shanks didn’t have a devil fruit back then.

He called it a "6 powers skill competition" which implies something different than just raw strength. Even DBZ power levels are based on Ki levels (which is why they can fluctuate) rather than raw physical strength.

The way Chapa describes the numbers he gives for their "power level" always made me think that he was describing their 6 powers mastery and not necessarily their actual "power level". When you think of it that way it takes away the whole power scaling element to it and really just shows their relative skill, essentially who among them is the strongest. We already assumed that Lucci was the strongest but it shows in relation to the others just how overwhelmingly skilled he is as a combatant. Everything you said also plays a huge role in why it was used in the first place, but I think its nice that it can also be seen as, not a tool to be used to compare characters outside of CP9
