I think Conis told them the truth because she thought that she could convince them to escape. After all, according to her and the other population, most other people from the Blue Sea had always changed their mind. Her job was to convince them to go, but she changed her mind and tried to convince them to escape. Though I do agree that part of it must've just been because she felt bad.
