I don't know what "anime canon" is supposed to mean either, really. The first of these episodes is based on a novelisation of the Loguetown arc, but the second one is anime only. I'd just classify them as filler, not because they're bad but because they're completely self-contained and not relevant to the rest of the story.

I hope not, this series already put a "Canon Filler Arc" to get through in a series with 1000+ episodes. The Filler arcs that are worth a darn end up getting acknowledged in this series pretty clearly and I haven't met anyone who had fond memories of taking apiss with the next one.
