Just like Zoro vs Mihawk, where Luffy didn't intervene, Arlong not joining the fight is likely due to not wanting to get in the middle of a duel, out of respect for the fighters involved! It's not specifically said, but I think that's how most villains so far (aside from Krieg) justify waiting until the end to enter the battle

Very underrated but a very good fight, in my opinion, Usopp vs. Chu is a favorite of mine, especially the part where Usopp was making up excuses and contemplating giving up great character moments. Sanji's fight styling is just so good, the way he carries his moves and how everything is choreographed. His blowing air into Kuroobi's gills was so unhinged.
