Eh, I think Zoro was the type to eat the rice ball regardless of whether he was starving or not. The important thing was that the little girl made those rice balls just for him, and he wanted to show his appreciation for her gesture. The thing that's a bit awkward is why the girl handed him those rice balls to begin with, especially since he has a pretty negative impression to begin with.

The difference between the Anime and the live-action really starts to be apparent from this episode onwards. Also your point about Oda's integration of Garp into the story, just a fun fact, before One Piece, Oda made a one-shot called "Romance Dawn" (the same name of this first arc) where Garp and Luffy were grandfather and grandson in it where Garp played a very big role.

And zoro eating the rice ball made more sence in the anime, sorry to say lol. I just found that scene in LA kind of a bit awkward, it made sence here beacuse he was starving to death.
