Yes Carson, that was just a simple non-mangekyou sharingan genjutsu that Sasuke used, Kakashi could have done it as well. Danzo also said it in ep 210, and Madara too at the end of the fight. Only Itachi has ever possesed the Tsukuyomi. Also, it’s kind of funny how Madara talks about the Izanagi in this ep, like this is the first time he’s seen it, i think it’s just for our sake, because he uses it himself 43 eps after this against Konan, and has probably used it before, but that’s just a minor detail :)
