It was like this in manga to. I just dont think they needed to be shown so weak while fighting a former kage. Guess I just expected more out of them.

They make the Ninja as strong as they need them to be. There's not really a set power scale for them unfortunately. At least once they got into Shippuden. In OG Naruto there kinda was, with the exception of some standouts, but it went out the window after. I think they made the ninja a little too stupid this episode though. Probably could have written their battle a bit better. Almost seems like they were cutting corners a bit on the amount of animation they had to do.
