I'd say it's safe in terms of spoilers and understandability, but I think watching Ballad first would make some parts of Sunrise on the Reaping more meaningful!

Chronology note: Songbirds is the 10th Hunger Games. Sunrise is the 50th. The movies you’ve seen are the 74th and 75th.
