2’s the one where the cloaca is, so ”anatomically accurate” naga would have their hemipenes there. But if the naga have non-serpent genitalia, it could just as well be at 1.

I just don't see how they would make use of it in position 1. Position 2 allows their flexibility down there to do the work.
