And also the Doctor still remembers him so it seems to just effect memories of at least humans.

It's like memories get ereased but not actions. Otherwise we would wake up in a parrallel universe. If you did something with someone you now did it alone instead of never. Now that I think about it it doesn't really make sense, but not everthing in Dr. Who makes sense haha

One of the nicest things the Doctor ever did for someone. And Vincent deserved it. I know it's not real, but I like to keep this as headcanon for reality. It's nice to think that Van Gogh actually got to understand the weight and impact of his toiling away making art.
